This survey was taken to monitor all discharges of agricultural effluent
(poultry, piggery and dairying operations) that were known to exist in the
western Wellington region.

The survey was aimed at:
- Ensuring compliance with existing resource consent conditions.
- Ensuring compliance of discharges currently permitted under the
Wellington Regional Council Transitional Regional Plan (General
Authorisation No.4).
- Ensuring discharges which do not meet the General Authorisation
criteria obtain discharge consents.
- Ensuring unauthorised discharges obtain consents.
- Assessing compliance for all bore and water takes associated with
agricultural operations.
