As part of its review of the Regional Land Transport Strategy the Transport
Planning and Policy Department of the Wellington Regional Council
sought to establish transport related environmental goals and objectives.
An early outcome of this exercise was to identify the need to determine
what effects transport activities have on water quality.

Whilst there have been many studies made into the effects of urban
stormwater on water quality few have been completed specifically
focusing on the effects caused by transport activities.
