Quarries

Companies can’t apply for a quarry consent from us.  

They apply for an earthworks consent, so that we can consider the environmental impacts of the activity they are proposing. For example: We’d look at whether sediment could enter local waterways because of the activity.  

An earthworks consent isn’t just for quarrying. It’s required for any activity that involves earthworks, for example building a subdivision.

To quarry, companies need an earthworks consent. We only issue an earthworks consent if there is evidence that environmental requirements and regulations will be met. 

When we consider at an earthworks consent, we look at the following: 

• If sediment from the site could enter nearby waterways. An Erosion and Sediment Control Plan always needs to be submitted with an earthworks consent application. 
• Could groundwater be impacted? 
• What are the potential impacts of dust from the site on air quality? 
• Who could be impacted by the considerations above 

After a consent is issued, we monitor the site to ensure consent conditions are being met. 

Any breaches to consent conditions, or the Proposed Natural Resources Plan for the region, will be investigated promptly. Based on findings, appropriate action will be taken to ensure rules are met. 

Local councils are responsible for considering the following effects of quarrying or earthworks:  

• The nuisance of dust (Greater Wellington can only consider the dangerous or noxious effects of dust, if it becomes a problem). 
• Roading maintenance, traffic and noise, the principle of the land use, amenity issues. 

We work closely with local councils to issue consents and conduct monitoring when earthworks are taking place.
