What is an Annual Plan? 

An Annual Plan sets out the key projects and services we’re planning for the year, how they will be funded, and any important changes to rates. The Annual Plan lets us check our progress against the ten year Long Term Plan and adjust our work programme, and keep communities informed. This year's Annual Plan runs from 1 July 2026 to 30 June 2027. 

Feedback is currently open on our proposed annual plan and will close on 24 April.

What’s proposed to change

Rates

We’ve reviewed our work to balance delivering essential services with the cost to our ratepayers. As a result, the average proposed rates increase across the region from 1 July 2026 to 30 June 2027 is 9.7%.

Environment

  • Camping fees are being increased to help with park maintenance costs.
  • A small reduction in native tree planting in most of our regional parks.
  • A temporary reduction in control of wild deer, pigs and goats in the Wainuiomata Orongorongo Water Collection Area.   

Public transport 

  • Reduced train capacity to meet changing demand.
  • Defer a new network operating center being built.

Bulk water changes  

Greater Wellington currently owns the infrastructure that supplies drinking water to city councils, called bulk water. From 1 July 2026, these bulk water assets will be owned and managed by Tiaki Wai, while Greater Wellington will continue to own the land.

This means we are amending our Long Term Plan to remove our role in bulk water including the debt against the assets.

All water infrastructure will remain publicly owned and managed for the benefit oft he community.

What happens next?

All feedback will be reviewed before recommendations are presented to the council. The final 2026-27 Annual Plan will be adopted on June 30 and published on our website, you will also be able to find copies at your local library.
